Tesla wants to bring robotaxis to San Francisco. This is what is brought along the way.

Tesla has a permission to try autonomous vehicles with a human security operator behind the steering wheel. It does not have a permission for tests or implementation without driver. And until Wednesday he had not yet requested additional permits, according to the DMV. (Mercedes-Benz, Nuro and Waymo are the only three companies that have driver-free implementation permits).
